After buying a new printer yesterday I successfully set up two Win 7 PC's up to print to it using internet printing. Then I came to set up my netbook following exactly the same procedure and got the "windows couldn't connect to the printer" message. After wasting several fruitless hours I eventually found the absence of "Internet Printing Client" in Windows 7 Starter to be the cause.
I don't know if this was an oversight or deliberate, but I think it is wrong to exclude it. If deliberate then it should be made crystal clear to anyone thinking of purchasing Win 7 Starter. Since it probably not easy to explain such a technical limitation in a few words at the time of pruchase I really think it should be included. I also think this is likely to become an issue more frequently for the following reason.
Both of these now supply as standard routers into which USB printers directly so that they can be shared by all computers in the network using "Internet Printing Client". I believe that other market leading ISPs now do likewise. Anyone with more than one computer in their home or small office is likely to choose to share their printer using the router rather than sharing it via a dedicated computer. It is also wasteful of energy to have to switch on another computer just so that it can share its printer to the computer you are working on, rather then printing to the router to which you are already connected.
I don't think I should have to pay to upgrade my netbook just to be able to print. I used this procedure. I should test deeper this evening but it seems to work. Office Office Exchange Server. Not an IT pro? Resources for IT Professionals.
